各位代表:我完全同意大家的各项报告。这次会议总结了一年来的工作经验,也研究了如何进一步贯彻执行中共中央和湖南省委关于农村人民公社以及大办农业、大办粮食的各项方针政策,并讨论提出了1961年的工作任务。会议开得很好。在小组讨论和大会发言中,不少代表都对目前我省形势发表了自己的看法和意见,现在我也想就当前形势的认识问题发表一些意见。当前全国和全省的形势,概括地说来是:形势很好,但有困难。形势很好,是当前全国和全省经济情况的主流,必须首先肯定。周礼同志在政府工作报告中,对于国民经济连年跃进中所取得的伟大成绩,作了全面的估价。各方面的材料都充分说明,从一九五八年大跃进
