中共福建省委根据中央及华东局关于整风整干的指示,在七月订定了整风的具体计划,要求在今年秋季完成干部及党员的整风学习。这个整风计划和决定对于推进福建的革命工作,是有重大的意义的。福建解放十个月以来,我们全体干部工作人员所完成的工作任务及成绩是很大的,剿匪、支前、征粮、减租、生产,以及建立全省的财经、公安、文教、交通、税收等业务工作,都能完成一定的任务,因此初步发动了全省的群众,巩固着人民民主政权。但是,由于客观七任务紧迫艰巨,初到新区情况生疏,以及来不及有系统地对干部进行充分教育,因此在胜利的成绩中,也存在着不少的缺点和错误。主要的,就是官僚主义、命令主义、功臣思想,从而造成在执行政策中发生了偏差或不合实际情况,发生了强迫命命作风和骄傲自满态度,并有的发展到贪污腐化的邪途。

The main one is the bureaucracy, the doctrine of orders and the heroism, resulting in deviation or impractical situation in the implementation of the policy, forced compulsion and complacency, and some development to the path of corruption.
