为贯彻政务院「关于贯彻检查婚姻法执行情况的指示」,本府已有决定(见[51]秘行字第二四七号令),但自开展「三反」运动以来,由于各级政府集中力量领导「三反」,故在宣传与贯彻婚姻法的工作上,形成了暂时的停滞现象。各级领导必须明确认识,贯彻婚姻法是一个长期的社会改革问题,因而也是当前经常的工作之一。各级人民政府应根据本府一九五一年「为贯彻检查婚姻法执行情况指示的决定」,结合爱国增产运动,并随时结合各种中心工作,经常地在群众中进行宣传(偏僻山地更应注意)教育和检查,藉以进一步贯彻婚姻法,而不应因任何中心工作放松了对婚姻法的贯彻和执行。各地并须在六月二十日前,将前半年贯彻婚姻法的情况及典型材料报告本府。
