一、为加强我省地方进口技术引进的行政管理,维护国家和用户的正当权益,根据《中华人民共和国技术引进合同管理条例施行细则》和对外经济贸易部《关于地方进口管理的补充办法》等有关规定,特制定本试行办法。二,云南省地方进口和技术引进的对外工作,由省对外经济贸易厅统一归口,区别情况,按下述原则进行管理:
