长治市从1986年实施初级卫生保健这个宏大的社会系统工程以来,每年一个新目标,每年一个新突破,每年迈出一大步。在农村推行合作医疗保健制度的设想,是在全面整顿农村基层卫生组织;贯彻预防为主方针,全面进行综合治理;全面落实初级卫生保健规划目标,全面开展卫生服务“四到户”这个基础上提出来的,经多方论证,作为我市初级卫生保健第五个工作目标,由各级政府组织实施,取得了初步成效。
Since the implementation of the grand social system project of primary health care in 1986, Changzhi City has made a new breakthrough every year and has taken a big step every year. The idea of implementing a cooperative health care system in rural areas is to comprehensively rectify rural primary health organizations; implement the principle of prevention as the main principle, and comprehensively carry out comprehensive management; comprehensively implement primary health care planning goals and comprehensively carry out the “four-to-one” health service. The proposed, multi-factorial argumentation, as the fifth target of primary health care in the city, was implemented by governments at all levels and achieved initial results.
