党的十八届三中全会首次明确提出“紧紧围绕提高科学执政、民主执政、依法执政水平深化党的建设制度改革”。最近,中共中央发布了《中央党内法规制定工作五年规划纲要(2013—2017年)》,受到党内外、国内外广泛关注。编制《纲要》是深化党的建设制度改革的重要举措,有利于夯实党执政治国和自身建设的制度基础。为了解党内法规制度建设有关情况,本刊记者专访了中共中央办公厅法规局负责人。问:相对于国家法律而言,党内法规这个概念使用较少。请您简要介绍一下党内法规的由来和发展现状。
