一个时期以来,乱收费愈演愈烈,尽管政府三令五申,一些部门和地方政府仍我行我素,以致出现了费压税,费挤税、费大于税的局面,甚至出现了不安定现象,严重的侵犯了国家和人民群众的利益。朱镕基总理的一句话至今仍振聋发聩,“目前存在一个问题是费大于税。很多政府机关在国家规定以外征收各种费用,使老百姓负担不堪,民怨沸腾。对此必须整顿和改革。”有关专家认为:乱收费既是一个经济问题,也是一个社会问题和政治问题,解决这问题的根本措施在于税费改革!
