2011年7月21日,省政协主席刘德旺在省委理论学习中心组学习会议上,以“水·河北·可持续”为题作了重点发言,全面总结了我省水利事业发展的历史成就,深入分析了水资源在支撑和保障经济社会发展中面临的严峻问题,有针对性地提出了解决问题的思路和对策,并就政协如何围绕水利改革发展履行职能、献计出力提出了建议,省领导作了重要批示,要求有关领导和部门认真研究吸纳。现将全文刊发,以飨读者。
