Foreword: In the past decade, several regions of the United States have established a well-developed local economy based on the rapidly developing high-tech industry. Inspired by these achievements, the state government and local governments, universities and some private groups are now exploring ways to promote similar development in other regions. High-tech industries employ only 15 percent of the total U.S. employment, but these industries play a major role in many local economies, and they are the key factors for whether the U.S. can stand in the future of international competition. . The author of this article is the chairman and manager of the U.S. Control Data Corporation. He introduced the company’s efforts to promote cooperative research and development in the advanced technology field. He noted the economic potential that can be exerted by the cooperation between large and small enterprises.
