As a metropolis, Shanghai has had many foreigners working and living. How to solve the problem of their kids’ education is one of main issues for them to stay in Shanghai.
Here we list some necessary information for the foreign kids to go to school in Shanghai as follows:
Above all, only the foreigners with the passports of their own countries and get their work in China in a legal way can make their children get the education in Shanghai. To prove this, the foreigners should own two documents: Residence Permission for Foreigners and Working Permission for Foreigners.
If they have the two documents, the parents can go to the International Department of the Shanghai Municipal Education Department, whose address is Room 3322, No. 100 on Dagu Road. Notable is the working time from 9:00 to 11:30 pm on weekdays.
Once there, the parents should submit a written application including the information of their kids’ names, gender, birthdates, schools to enroll in, grades, parents’ signatures and contact methods.
Meanwhile, the parents also need to submit the duplicates of the following documents, the proof of their job, say, the certification issued by their employers to prove that they have work in China (official seal is necessary), the identification and passport of the to-be student and their residence permission in Shanghai.
If the parents have submitted all the files mentioned above, they just need to finish the procedures as introduced by the workers in the office and wait for the answer which is available in three days.
In order to get more foreign kids educated in Shanghai, there are several schools exclusively open to the foreigners. Hereby we list two of them as follows:
1. Shanghai French-German School: this school can enroll 600 students every year and covers the range from kindergarten to high school. Most of the students are from France and German.
2. Shanhai Hongqiao International School: 500 news students enrolled per year with their nationalities much more diversified. The school provides the education ranged from kindergarten to primary school.

They may only need to submit their application to the education department of the district or county they live. If their applications are approved, their children can go to local schools – in a grade matching his age.
On November 24, the Shanghai Municipal People’s Political Consultative Conference sent a survey team to visit the internationals schools and kindergartens in Qingpu District. The team also convened a seminar of “optimizing the education environment for the foreigners in Shanghai”. According to an insider from the education department of Shanghai, the government will take more measures to encourage the qualified primary and secondary schools, as well as kindergartens to enroll the foreign kids.
In recent years, more and more foreigners go to work in Shanghai. Presently, there are 32 schools having the qualification to enroll foreign students, including 20 international schools (including kindergartens), seven Japanese & Korean Tuition Centers and five local schools with international departments. By September 2010, there are 2408 foreign kids studying in Shanghai.
In the seminar on November 24, the education department of Shanghai worked out the “Three-Five-Year Plan for the Development of Foreign Kids’ Education in Shanghai”, which will work as a new criterion for the foundation of new schools for foreign kids.
Meanwhile, the education department encourages the qualified schools and kindergartens to enroll foreign students, which will make it more convenient for the foreign kids to study in local schools.
According to Zhang Jishuo, a member from the Shanghai Municipal People’s Political Consultative Conference, Shanghai should promote the “convergence education”, which aims at not only providing foreigners with good education environment, but also giving local schools opportunity to learn from the international schools.
