To increase the import volume will play a more important role in China’s foreign trade policy in the year of 2011.
In the central government’s economic conference in December 2010, the government put forward the idea of making use of China’s of comparative advantages in the world, and attaching equal importance to export and import, or to be more exactly, attracting foreign investment and investing in foreign countries. The imports structure should be optimized and the imports volume should be increased to improve the role of import in macro economic balance and structural adjustment.
Wei Jianguo, secretary-general of China International Economic Communication Center and former Minister of Commerce, says that China had not enough research of the import in the past. The country’s major economic policy didn’t put import into consideration and simply encouraged the export. This needs changing.
“Honestly, the long-term trade surplus had historical significance for bettering China’s international expenditure and income, driving GDP growth and providing more job opportunities. But China’s trade surplus has lasted nearly 20 years. In 2008 it reached its peak with the imports volume 20% higher than the exports,” says Li Jian, deputy director of the Foreign Trade Research Department of the Ministry of Commerce. This situation may easily lead to the undue dependence of the economic growth on foreign demand. Meanwhile, it could cause the outflow of the country’s resources with low profit as well as the frequent trade conflict with the major trade partners.
“According to the international experience and the requirement for changing China’s economic development pattern, increasing the imports volume to balance the trade should a long-term strategy for developing foreign trade,” says Li Jian.
Actually, the changes had already begun in 2010. Notable are the plans of increasing volume which was mentioned by the government officials and experts for several times in different occasions.
In order to expand the imports volume, the Chinese government has already taken several measures, including lowering the imports tariffs. In 2010 the imports tariff of China decreased to 9.8%, which was supported by the lowered tariffs for a part of raw materials and consumption goods. In addition, the policies about selling processed goods in domestic market were issued to lower the exports volume.
The first imports trade platform will be put into operation in Shanghai in 2011. This platform will be used to manifest the imports goods and will enjoy the same favorable policies with the Shanghai Gaoqiao Bonded Zone.
According to the expert, the investment in this platform reached 2 billion yuan (USD 300.4 million). The first project of this platform will cover 480 thousand square meters. The total area of this project is 1.16 million square meters, which should be the largest exhibition hall in China.
