近日,黑龙江省公安厅制定的《黑龙江省公安机关实施〈黑龙江省公共安全技术防范条例〉细则》(以下简称《细则》)正式实施。《细则》规定,实行生产登记制度的安全技术防范产品,应经省公安厅技防办批准生产登记,并颁发《安全技术防范产品生产登记批准书》,未经批准的,禁止生产。
