“两会”期间,尤其是遇到工作日早高峰,近3000名全国人大代表、2000多名全国政协委员、超过3000名上会记者和不计其数的工作人员,代表委员被安排在近30个住处,开全体会议时,都要集中到人民大会堂,如何保障会议交通与社会交通的和谐正常运转,无疑是对北京交通一场大的考验。尽量减少管控时间、取消警车带路、“两会”车队等红灯、优化合并交通路线……这是北京市公安交管部门为保证2013年“两会”期间交通正常和谐运转而制定的交通保障措施,以此尽量减少对社会交通的影响,这大不同于往年。
