一石激起千层浪。2008年2月27日,审计署发布了《18个省市收费公路建设运营管理情况审计调查结果》,引起了社会舆论的广泛关注。自2006年起,审计署对北京、河北、山西、辽宁、吉林、黑龙江、上海、江苏、浙江、安徽、山东、河南、湖北、广东、重庆、四川、云南和陕西等18个省(市)收费公路建设、运营、管理情况进行了审计调查。经过审计人员一丝不苟的艰苦努力,诸如收费公路规模过大、某些公路收费期限过长、部分收费公路经营权转让不规范、车辆通行费被挤占挪用等一系列违规问题都被详尽曝光,接受社会公众监督。审计署还提出了针对性的整改意见。截至目前,审计查出的大部分问题已得到纠正。交通部党组对收费公路存在问题的整改高度重视,先后10多次召开专题会议研究部署整改工作,先后三次召集相关省市交通厅局负责同志研究整改意见,并加强与有关部门的沟通和协商,共同推进整改工作。亡羊补牢,时犹未晚。一系列违规问题的曝光和整改,不仅有利于减轻老百姓的出行负担,降低经济运行成本,从长远来看,对于我国公路建设投资尽快走上科学发展轨道也有深远的积极意义。针对收费公路审计中暴露出的各种深层次问题,如何整改和反思?《中国投资》近日专访了审计署固定资产投资审计司司长潘晓军。
