如果说科学技术是第一生产力的话,那么掌握科学技术的人才就应是当今世界各国经济发展的第一资源,第一推动力。人才对于我国的重要性可以从以下两方面来认识:从国际上看,未来国际竞争主要是科学技术和人才竞争。谁拥有具有高度竞争能力的一大批人才,谁就能掌握未来国际竞争的主动权;从国内看,我国人口多,底子薄,人均资源少的基本国情决定了我国未来的发展不能走石油输出国依靠资源发展的路子;我国也不能走亚洲“四小龙”以资金开发为中心,走举债兴国的道路,因为国际金融市场无法满足我国巨大的资金需求;而只能充分利用我国人力资源丰富的优势,走“科教兴国”,人才兴国的道路。
