至正二十四年(1364年),朱元璋在应天府(今南京)自立为吴王,建立了百司官属,离称帝只有一步之遥。第二年,他命部将胡琛讨伐福建的割据势力,不料因为胡琛用兵失当,导致全军覆没。朱元璋闻报大怒,这时恰又接到了浙江海宁聚众反抗的消息,他更是怒不可遏,发誓要扫平东南。第二天朝会上,朱元璋突然宣布了一道命令:“凡狱中的福建、海宁罪犯,以及两地在应天府的商人、旅客,一律格杀勿论。”军师刘伯温听了大惊,连忙问道:
