The strength of economic development has been significantly enhanced. Modern agriculture has reached a new stage, major breakthroughs have been made in infrastructure construction, the reform and opening up have been further deepened, and people’s livelihood has been continuously improved. Since the Central Party Committee and the State Council made the decision in 2003 to implement the strategy of rejuvenating northeast China’s old industrial bases Heilongjiang Provincial Party Committee and Provincial Government firmly grasped this historic opportunity and proceeded from the actual conditions in our province to formulate a series of documents such as the overall plan for rejuvenating the old industrial bases in the province and vigorously implemented the development strategy of “Five Major Plans”
