为加强对全国普通大、中学生体育竞赛活动的领导与管理,切实保证竞赛的质量,国家教委于1990年7月下发了《全国普通大、中学生体育竞赛暂行规定》。规定共有十三条,内容如下: 一、组织学生体育竞赛,应有利于学生德、智、体、美全面发展,以育人为宗旨。要从学校实际出发,贯彻小型多样、单项分散、基层为主、勤俭节约的原则。校际体育竞赛应以当地就近为主,普通小学校际体育竞赛一般不出区、县,普通中学校际体育竞赛一般不出地、市。二、在开展群众性体育活动的基础上,各学校每年均应组织以“体育教学大纲”和“国家体育锻炼标准”中所设项目为主的全校性运动会。
