● The frequent appearance of petitions is not only a product of the social and economic development of our country at a certain stage but also the result of the accumulation and development of some rural problems. ● Whether people will petition to solve the problem depends entirely on their expectations of the petitioner’s appeal and the expected return on petitions. ● The petition itself shows that petitioners have hope for our party and government and believe our party and government can solve the problem.
