按照十八大报告的要求,近年来全国各地都加大了对农村基层文化设施的投入力度,基层公共文化设施得到了明显的改善,为基层公共文化服务体系建设奠定了良好的基础,尽可能地满足了广大农民群众日益增长的对精神文化的需求,起到了改善农村社会风气、促进社会和谐的作用。但我们也应该注意到基层文化管理体制中暴露出来的一些问题,不仅影响到基层文化设施发挥其应有的社会作用,还阻碍了基层文化建设的进一步发展。
In accordance with the requirements of the 18th National Congress of the Communist Party of China (CPC), in recent years, the investment in rural grass-roots cultural facilities has been stepped up all over the country. The grass-roots public cultural facilities have been significantly improved, laying a good foundation for the grassroots public cultural service system. It has met the growing spiritual and cultural needs of the broad masses of peasants and played the role of improving the social atmosphere in rural areas and promoting social harmony. However, we should also note that some problems exposed in the grassroots cultural management system not only affect the grassroots cultural facilities to play their due social role, but also hinder the further development of grassroots cultural construction.
