夏收夏播刚结束,咸阳市委、市政府抢时间,战阴雨,夏季农田永利基本建设出现了可喜局面。全区日上劳31万人,一季度超额37400亩完成全年65000亩“四田”建设任务;灌区平地19000亩,移动土方2015万米~3,投工64.9万个。为了克服持续阴雨和局部暴雨造成的严重灾害,复粮减产,早秋面积和烤烟面积增大,形成夏闲地减少,给农田基本建设带来的被动局面。针对这个问题,咸阳市统筹安排,抓早动快,不失时机的抓晴天,战阴雨,开展夏季农田基本建设。着重抓了以下四点:
