医药卫生科学技术在整个医药卫生事业中具有战略性的关键作用。发展医院的科技工作,提高医务人员的学术水平,是发展医药卫生事业的重要组成部份。医院是一个医疗、预防和教学基地,担负着繁重的医教任务,同时医院又是卫生技术人才荟萃的地方,具备医学科研的初步条件。如何发展医院的科技工作?卫生部《关于加强医药卫生科技工作的意见》指出:“从我国的实际情况出发,大量医学科技人员主要是开展应用性研究,推广应用已有的科技成果,包括引进、消化、吸收国内外成型的先进技术和适宜技术”。南宁市卫生局结合卫生工作实际,制定了《南宁市卫生局医药卫生科技工作管理办法》,
