我国“生产大国”发展方式时期,政府在旅行社业发展中扮演的角色经历了政府完全取代市场、政府培育市场、政府开放市场三个阶段,文章以三阶段政府角色扮演的内容、绩效梳理为基础,指出“生产大国”时期我国旅行社业发展中政府角色变迁的特征,分析了在“生产大国”向“消费大国”转型的进程中,政府在旅行社行业发展中的角色变迁趋势:突破GDP考核指标下的地方政府利益瓶颈,扮演“调控者+规制者”角色;加强“公益人”角色的扮演。
