为推动打击有组织犯罪斗争的深入开展,吉林省公安厅于1999年组织全省公安机关开展了有组织犯罪大排查,将摸排出的涉黑犯罪组织逐一登记造册。在此基础上,于1999年11月中旬组织全省公安机关开展了为期两个月的“打黑除恶挖团伙”专项斗争,共打掉各类犯罪团伙657个,其中相当一部分属于黑社会性质的犯罪组织或流氓恶势力。一些地方公安机关也因地、因时制宜地组织开展了打击团伙犯罪专项斗争,取得了明显战果。
In order to further promote the fight against organized crime, Jilin Provincial Public Security Department organized the public security organs throughout the province to conduct a large-scale investigation of organized crime in 1999, registering the criminal organizations that involved in the blackmail issue one by one. On this basis, in mid-November 1999, the public security organs of the whole province were organized to launch a special campaign of “cracking down on gangs and digging up gangs” for a period of two months.
