1956年元旦刚过,民委党组向中央送来请示报告:西藏自治区筹备委员会将于4月在拉萨成立,建议组织中央代表团前去祝贺和访问。中央于1月24日作了批复:拟请陈毅同志担任中央代表团团长,代表团组成名单和各项准备工作由陈毅同志主持和指导。2月7日,中央正式发出《关于庆祝西藏自治区筹备委员会成立和去西藏进行访问组织中央代表团的几项问题的通知》。
Just after New Year’s Day in 1956, the Central Committee of the Ethnic Committee and the Central Committee of the People’s Committee for Democracy and Disarmament held a report asking for directions: The Preparatory Committee of the Tibet Autonomous Region will be established in Lhasa in April. It is proposed that the Central Delegation should go to congratulate and visit. The Central Government made the reply on January 24th: It is proposed that Comrade Chen Yi be appointed as the head of the Central Delegation. The list of the members of the delegation and all preparatory work will be presided over and guided by Comrade Chen Yi. On February 7, the Central Government issued the “Circular on Several Issues concerning the Establishment of the Preparatory Committee for the Tibet Autonomous Region and for the Central Delegation to Tibet for Visit and Organization.”
