文物保护单位-历史文化街区-历史文化名城,是我国历史文化遗产保护的三个层面。怎样保护文化遗产?比较我国成功申报世界遗产的历史文化名城苏州、平遥、丽江,我们在对历史文化遗产保护过程中发现:一是必须由保护单体文物发展到保护成片街区、保护景观整体、保护整座古城;二是“保护古城,另辟新城”的原则,保护与发展并行不悖。由此产生了本文对东昌坊-小局部,历史文化名城-大整体,世界文化遗产-原真性、保护战略、可持续发展的畅想和思考。
