编者按 在电力体制改革的进程中，如何建立新型电力市场，是一个备受关注的问题，电力行业不同的投资主体对此也有不同的思考和建议。本栏的两篇文章从不同角度对“热启动”“冷思考”、“破除垄断”“规范市场”等问题作了探讨。仁者见仁，智者见智，多角度、多方面的研讨，有助于开阔视野、集思广议，寻求解决问题的方案，有利于新方案的出台与实施。
Editor According to the process of power system reform, how to establish a new type of electricity market is a matter of great concern. Different investors in the power industry also have different opinions and suggestions on this issue. The two articles in this column discuss issues such as “hot start”, “cold thinking”, “breaking monopoly” and “standardizing the market” from different perspectives.
