国内的人才引进计划早已成为一个公众话题,然而,在科研领域公开对此发表言论的大多持疑问或者反对态度,却鲜见已入选各类人才计划的海归公开辩驳,固然有中央政府和地方政策的支持,所以底气十足的原因。不管海归是因为已经成为既得利益者而暗自窃喜,或者是不屑与非主流者辩驳。相信真理会愈辩愈明,有必要对“海外”与“海内”人才的政策差异作些分析和辨别。
