一、加强管理的关键是要清醒认识自身面临的问题和挑战 邓小平同志指出:“管理也是一种技术”,“许多经营形式,都属于发展社会生产力的手段、方法。”只要有社会化的生产,有经济活动,就不能没有管理。 管理要真正成为一个永恒的主题,就必须跟当前改革的过程紧密结合起来,要随着改革的深化和形势的发展,不断有所变化和发展,不然管理就不会有旺盛的生命力。自然就难成其为“永恒”。管理作为一种技术,需要不断地提高;作为一种手段,需要不断地完善;作为一种方法,需要不断地充实。 加强内部管理,是客观的需要。从我所在的上海港宝山港务公司来说,当前面临的问题和挑战主要有以下六个方面: 1、在建立市场经济体制的过程中,我们面临着转换机制深化体制改革的艰巨任务。 2、由我国的经济发展特点决定,交通运输业的价格体系相当长时期内不可能作大幅度的调整。 由于交通运输业的价格体系是整个物价体系的先导,因此尽管这个价格体系过低,但为了抑制通货膨胀,不可能对此作大幅度的合理调整,结果造成企业经济效益的严重恶化。 3、长江三角洲地区港口群的兴起,对我们形成巨大的竞争匝力。 4、随着上海新的经济发展战略的实施,我们面临调整生产经蕾结构的重大任务。 随着浦东开发的进行,上海确立了“一?
