在为靠近市区的乡镇建电视差转台时，通过安装单频道接收天线可以收到市台的节目，差转台自身又有卫星地面站。乡里想在市台播本市新闻节目时间差转本市新闻，而其它时间转发卫星上播出的节目。乡里还没有买切换器的资金。以往的办法是：把接收市台来的射频信号先变成视频信号
