Wen Mingju, deputy director of Land Registration Department, Ministry of Land and Resources (MLR), was put under investigation by the procuratorate. This is the first corruption case of the MLR after former office head Lu Guoping was arrested in October 2008.
It was reported that Wen’s last appearance in the public was his presence in the conference held by the Minister Xu Shaoshi.
Wen was promoted to the deputy director of Land Registration Department in December 2006. In April 2007, he was appointed the deputy head of the national land survey team.
The budget of national land survey was 15 billion yuan (USD 2.21 billion). The fund was managed by the National Development and Reform Center. The MLR had the rights of using 2.1 billion yuan (USD 309.96 million).
On January 27, Sha Zhigang, a member of the national land survey team, was arrested because of embezzlement. This case was related the land survey. It was said that Sha Zhigang, who then was promoted to the deputy director of Land Registration Department, embezzled about 10 million yuan (USD 1.48 million).
