按照中宣部、司法部关于开展“１２·４”全国法制宣传日活动的要求，为增强宪法观念，深入贯彻依法治国方略，国家宗教事务局于２００１年１２月３０日举办了宪法知识讲座。讲座由叶小文局长主持，特邀中国人民大学资深教授、著名法学专家、我国宪法学界权威、博士生导师、多次参与宪法的修改工作、香港基本法和澳门基本法的起草人之一许崇德教授主讲。国宗局及直属事业单位全体人员，在京全国性宗教团体、中国藏语系高级佛学院的主要领导参加了讲座。
In accordance with the requirements of the Central Propaganda Department and the Ministry of Justice on carrying out the “12.4” national legal publicity day campaign, the State Bureau of Religious Affairs held a seminar on constitutional knowledge on December 30, 2001, in order to enhance the concept of the Constitution and thoroughly implement the strategy of governing the country according to law. The lecture was presided over by Ye Xiaowen, invited Renmin University of China senior professor, famous law expert, authoritative constitutional academic authority, doctoral tutor, participated in the revision of the constitution on several occasions, Professor Xu Chongde, one of the drafters of Hong Kong Basic Law and Macao Basic Law. All the officials of the State Council, the subordinate institutions directly under the Central Government, and the leading leaders of the national religious groups in Beijing and the Senior Buddhist College of the Chinese Tibetan Department participated in the seminar.
