根据国务院《城市居民最低生活保障条例》,山东省济南市政府于2001年4月制定了《济南市城镇居民最低生活保障实施办法》,将城镇居民最低生活保障工作全面实行属地化管理。为保证低保资金使用的安全、有效、方便、快捷,做到专款专用,市财政局在全市范围内建立了低保资金市、区(县)、街道(乡镇)的三级财政专户管理体系,将低保资金的运转全部纳入财政专户体系内运行,直接发放到低保对象个人手中。最低生活保障制度实行属地化管
