特区企业股份制改革试点的经验告诉我们:这种改革是我国社会主义公有制度的自我完善,而不是否定原已建立的社会主义公有制度。特区仍然是社会主义有计划商品经济模式,是计划经济与市场调节相结合,以市场调节为主,在程度、方式和范围上更灵活的特区商品经济模式。基于这一认识,有必要以社会主义原则让人们确立对特区股份制企业在认识上的新观念。一、特区股份制企业是新型的社会主义公有制企业深圳十年建设的经验表明,特区社会主义经济体制改革的关键是要解决好企业产权问题,明确特区企业产权关系,推行企业股份制,促进新型的社会主义公有制度的形成。首先,特区股份制企业不是通常所说的所有权与经营权分离,而是股权、法人所有权、经营权、财权在企业内部的分离与统一。它没有主管部门,独立经营,承担风险和责任,真正形成了企业动力机制、风险和利益制约机制,促使企业行为长期化。第二,实施特区企业股份制从根本上将改变政企关系。在特区股份制企业中,作为资产所有者的政府只是企业股东之一

First of all, the joint-stock enterprises in the SAR are not generally referred to as the separation of ownership and management rights, but the separation and unification of equity, legal person ownership, management rights, and financial power within the company.
