To increase economic efficiency means to obtain as much productive output as possible with a minimum amount of labor time. It has two meanings. The first refers to the productive achievements examined from the overall and long-term aspects of the national economy, namely, the macroeconomic benefits. The second refers to the local, departments and enterprises to examine the local and recent production, that is, the micro-economic benefits. Posts and telecommunications departments with the minimum amount of labor time to produce quality and efficient communication utility, and obtain the appropriate tariffs, which is the economic efficiency of departments or enterprises
