A city’s temperament, civilization and cultural heritage and reading closely related. It is the core and purpose of the universal reading work to create an atmosphere of reading for the whole nation, increase the thickness of urbanism, and guide the people in reading habits and reading standards. The construction of scholarly city requires the participation of all parties. It requires both the government policy guidance and the participation of social forces such as mass organizations and non-profit organizations, as well as the input from enterprises.
