在邓小平南巡重要谈话精神的鼓舞下,我国经济体制改革出现了新高潮。股份制试点全面展开,企业集团迅速发展,企业内部分配制度改革进一步深化,国营企业经营机制转换步伐大大加快,沿海、沿江、沿边和省会城市全方位开放的新格局已经形成,市场机制在经济运行中发挥了越来越大的作用。形势喜人,形势逼人。军队企业财务如果跟不上全国经济体制改革的步伐,就有被改革的大潮淘汰的危险,不但不能为军队建设作出积极的贡献,还可能变成军队财务的沉重包袱。军队企业财务改革是军队企业改革的中心环节,必须适应市场经济的变化,否则,就要拖军队企业的后腿。因此,加快军队企业财务改革势在必行。
