民主集中制是我们党的根本组织制度和领导制度。民主集中制就是民主基础上的集中和集中领导下的民主相结合的制度,是马克思主义认识论的群众路线在党的组织建设中的运用。民主集中制的民主,就是党员和党组织的意愿、主张的充分表达和积极性、创造性的充分发挥;民主集中制的集中,就是全党意志、智慧的凝聚和行动的一致。现阶段,我党正担负着建立社会主义市场经济体制,发展社会主义民主政治,实现第二步发展战略目标的繁重而艰巨的任务。要完成这一任务,各级领导机关和领导干部,必须进一步坚持和健全民主集中制。要坚持民主集
Democratic centralism is the fundamental organizational system and leadership system of our party. Democratic centralism is the system of integrating democracy on the basis of democracy with democracy under centralized leadership, and is the application of the mass line of Marxist epistemology in the party’s organizational construction. Democratically-centralized democracy is the will and proposition of the party members and the party organizations, full expression of their ideas and enthusiasm, and full development of their creativity. Centralization of democratic centralism means the cohesion and action of the will and intelligence of the entire party. At this stage, our party is shouldering the arduous and arduous task of establishing a socialist market economic system, developing socialist democracy and realizing the strategic goal of the second phase of development. To accomplish this task, the leading organs and leading cadres at all levels must further adhere to and improve their democratic centralism. We must uphold democratic grouping
