为了适应海南建省、办经济特区的需要,海南省政府把秘书人员的政治素质和业务素质的培训提高作为一项重要工作来抓。自去年九月份以来,省政府拨出专款,支持省政府办公厅与省电大联合举办秘书人员培训班,每期30至45天。培训期满,经考试合格,发给结业证书,作为评定业务员级别的依据之一。海南省政府副省长辛业江,省政府秘书长和办公厅主任、副主任都亲自授课。参加授课的还有有关的专家、教授,以及省政府办公厅具有实际工作经验的处长、科长和秘书工作人员。
