一、全面启动“300科技转化计划”。从今年开始,每年要推出20项科技成果推广计划;选定20项技术开发研究课题,力争全部列入省级以上科技发展计划,力求国家级项目零的突破;争取20项以上星火和火炬项目列入国家和省级同类计划,确保“九五”末超额完成“300科技转化计划”。 二、组织实施“科技富民”和“科技创业”工程。“科技富民工程”:以农民增收为目的,以加速农村经济发展和产业化的形成为目标,突出富民技术这个重点,力争1996年选出7个科技示范乡镇,建立200个科技示范点
