[Purpose / Significance] Electronic resource download management is an important part of digital library operation and management. In order to explore the factors influencing the users’ over-downloading behavior, this paper constructs a theoretical model based on the dual situation of task-driven and punishment mechanism and the integration of immersive experience theory and time pressure theory. [Methods / Processes] In the empirical research, 419 valid questionnaires were collected by means of situational experiments and questionnaires interviews with the group of college students who frequently use the electronic resources of digital libraries as samples. SPSS21.0 and Amos22.0 Test the model. [Results / Conclusions] The results show that the importance of perceived tasks positively affects the pleasure of perceiving process and the urgency of perceived tasks, the perceived process pleasure and the urgency of perceived tasks positively affect the usefulness of perceived process and perceive the degree of individual punishment The perceived usefulness of the process has a significant negative impact, perceived organizational punishment has no significant negative impact on the usefulness of the perceived process, and the usefulness of the perceived process has a significant positive impact on the willingness to download too much.
