(一)职能,泛指团体、机构的职责、功能和作用。而职责、功能和作用,皆由其自身所具有的本质属性决定。探究继教单位或部门的职能,首先要弄清楚其自身所具有的本质属性。继教与中小学普通教育(简称普教)、中专技校职校就业教育(简称职教)、大专院校高等教育(简称高教)相比较,因同属教育范畴,应有共同的本质属性;又因自身各具特点。应当有特殊的本质属性。
