1引言“安徽省主要防洪工程信息系统”（AFPPIS）是安徽省水利厅委托安徽省政府地理信息中心承担的GIS应用课题，于1996年1月正式实施，1996年6月验收通过。它的主要目的是在联合国援助给各厅局的GIS软件ArcView的基础上．通过二次开发研制出适合安徽防洪工程实际的专用软件，
1 Introduction “AFPPIS” is a GIS application project commissioned by Anhui Provincial Department of Water Resources, which was commissioned by Anhui Provincial Government Geographic Information Center. It was formally implemented in January 1996 and passed the inspection in June 1996. Its main purpose is based on ArcView, a GIS software aided by UN agencies. Developed by the secondary development for the actual flood control project in Anhui dedicated software,
