改革开放以来,一种新型的经济组织——外商投资企业正在我国各地大量涌现。由于这些企业在生产资料的占有形式、管理体制、经营方式、分配关系和人员构成等方面的特殊性,给我们党的基层组织建设提出了新的课题。 如何从实际出发做好外商投资企业的党建工作?近年来,各地外商投资企业云集的开发区,在加快开发区建设、改善投资环境和积极招商引资的同时,为探索和发展外商投资企业党的组织建设,开发区的各级党组织,把在外商投资企业建立党的组织和开展党的工作当作开发区建设中带有根本性的问题来抓,使区域内党的建设得到加强。他们注意从外商投资企业的特点和实际出发,选准和把握党的工作和经济工作的结合点,发挥党组织在中方员工中的政治核心作用,使党的工作真正能够为企业所需要,为党员员工所欢迎。经过几年来的摸索,各开发区都创造了许多行之有效的做法。如大连开发区从正确分析外商投资企业
