水资源短缺已成为全球性危机。随着改革开放,我国国民经济飞速发展,城市建设日益扩大,新兴产业不断崛起,工农业用水、城乡生活用水水量骤增,供需矛盾日益尖锐。水,已经成为制约我国国民经济发展的重要因素。为此,党中央、国务院把水利列为国民经济基础产业之首。水源贫乏、旱涝多灾的陕西,加强水利建设更是当务之急。
Water scarcity has become a global crisis. With the reform and opening up, China’s national economy has developed rapidly, its urban construction has been expanding, emerging industries have been on the rise, water for agriculture, industry and agriculture has risen sharply, and the contradiction between supply and demand has become increasingly acute. Water has become an important factor restricting the development of our national economy. To this end, the Central Party Committee and the State Council have listed water conservancy as the first pillar of the national economy. Poor water resources, droughts and floods in Shaanxi Province, to strengthen water conservancy construction is a top priority.
