Hurun Rich List, dubbed the Chinese Forbes Rich, recently published a Special Report about Chinese Rich Men, revealing an ironic yet terrible truth: in the 15-year history of this list, 27 billionaires that appeared on this just were imprisoned. The statistical data found that half of these “criminal billionaires” were aged at between 40 and 49 and most of them got arrested because of bribery, assets embezzlement and disruption of corporate management.
People called the Hurun Rich List the “blacklist of billionaires” – this is actually an exaggeration. There were 2188 people that had their names on the list in the past. 98.5% of them are still leading their companies on a path of healthy development. The “criminal billionaires” only account for 1.2% of the entire list.
In spite of that, it cannot be denied that some of the innocent billionaires are not yet found with problems. But it is believed that the maturation of marketoriented economy and the improved legal system will greatly reduce the number of “problematic billionaires”.
How the “problematic billionaires” accumulated their assets and fell from grace matched the description of capital venture in the primitive accumulation rather than the legend of playing with the market. They used to walk on the gray area of the market and stayed on the line of violation of the law. They were good at the game of collaborating with governmental force and indulged themselves in the sin of capital during the primitive accumulation of their assets. However, their walk on the razor’s edge finally bled them and threw them into behind the bars.
Some opinions call these “problematic billionaires” the tragedies of the time. Some billionaires were thought to be calculated or framed by the governmental force or some specific governmental officials. Some of them paid for their earlier over-expansion which happened in the time without a complete legal system. However, the power rent-seeking and the corruption of governmental officials should not be the ruse for the collaboration between capital and power.
In addition, the number of senior governmental officials that got arrested is not smaller than the “criminal billionaires”. So it is hard to tell whether it is the greed of capital leading to the corruption of power or the reverse course. But one thing is certain, the collaboration between capital and power applied strong bad influence over the market-oriented economy in China, such as the “hatred of the public for the governmental officials and billionaires”. The capital and the power, which have walked astray, are to blame for that. Therefore, the power and the capital need to be controlled and regulated by the laws. Only in that way can they withstand the test of the market-oriented economy. People love money, but decent men get their money through legal methods. The traditional ethic codes are not enough to do this. They must be aided by the legal system. In addition, modern corporate management should be introduced and the professional executive mechanism should be set up as soon as possible.
China used to have the tradition of looking down upon the businessmen. Before the start of marketoriented economy in this country, the relation between capital and power was abnormal. The men with power considered capital to be tool to increase their political performance and thus gave the men with capital the favorable conditions beyond the laws. Therefore, the bond between businessmen and governmental officials was formed and the capital owners have to send cashes and precious objects to power owners in return of their favor. This is how the corruption happens.
The market-oriented economy has been established in China. The respect for businessmen and the business-friendly environment must be amplified in this country, especially when the private sector could contribute to about 70% of the Chinese economy. To cut off the bond between capital and power must start with the establishment of the market-leading role, allowing the private capital to play a more important role in this country.
