Ke Zhimin， director and CPC Secretary of Xiamen Economic Development Bureau of Fujian was placed under investigation for serious discipline violation， according to the news from Central CPC Discipline Inspection Committee.
Ke Zhimin， born in 1957， came from Zhangzhou， Fujian. She graduated from the Department of Finance at Jimei School of Finance and Economics （now Jimei University） in 1981. She once worked as the director of the Department of Finance of Jimei District， Xiamen and climbed up through the ranks to the vice governor of Jimei District.
In September 2003， the Xiamen government changed the administrative layout of this city， halving Tong’an District into two parts （Tong’an and Xiang’an）. In the next month， Ke Zhimin， 40， was appointed president of the People’s Congress of Xiang’an District. Four years later， she was appointed governor of this district and became the first female director of Xiang’an District.
The newly-established district is close to Quanzhou， the largest economy in Fujian. It is also connected to Xiamen Island through a submarine tunnel （the first one in mainland China）. Therefore， it serves as an important area for the transformation of Xiamen to be a bay-based city. Therefore， this district enjoyed a good outlook and it indeed developed very fast during the tenure of Ke Zhimin.
With her performance in Xiang’an District， she was appointed director of Xiamen Economic Development Bureau， the first one in Xiamen. When she took over that department， she issued the supporting measures to reduce the burden for industrial enterprises. It soon became an important part of this department’s routine tasks to use the subsidies to support the development of relevant industries. However， it is also said that her problem might also be related to the subsidies for enterprises.
