近年来,江苏省盐城市盐都区不断强化中央财政专项支出监管,专项资金规范有效运行,项目稳步有序实施,促进了全区公共服务均等化水平的明显提升和经济社会平稳、较快发展。(一)加强制度建设,不断构建富有区域特色的专项支出管理体系。近年来,盐都区先后制定了《财政专项资金管理办法》、《财政资金审批拨付流程》等制度,对中央财政专款的使用范围、管理职责、审批程序和责任追究等进行规定和约束。与此同时,还依据项目个体情况适时出台专门管理办法。如为确保该区中央农村环境连片整治项目顺利实施,专门制定了《农村环境连片整治项目资金管理办法》、《农村环境保护专项资金财政报账管理办法》,对项目立项
