排污权交易是一项以市场手段防止和治理环境污染的机制,已引起了各国的广泛重视。以华东地区7个燃煤电厂在实施排污权交易前后的生产数据为例,借助数据包络分析(DEA)模型比较了排污权交易与传统脱硫技术的效率。结果表明,排污权交易机制更具经济有效性,且新建的大型燃煤电厂比中小型老燃煤电厂更具DEA效率。
Emissions trading is a market mechanism to prevent and control environmental pollution mechanisms that have aroused widespread concern in all countries. Taking the production data of seven coal-fired power plants in east China before and after the implementation of emission trading as an example, the DEA model was used to compare the efficiency of emissions trading and traditional desulfurization technologies. The results show that the emission trading mechanism is more economical and efficient, and the newly built large-scale coal-fired power plant is more DEA-efficient than the small and medium-sized old coal-fired power plants.
