这次宏观经济调控问题座谈会,是在党的十三届五中全会精神指导下召开的,大家发言十分踊跃,提出不少有价值的见解和对策性建议,很受启发。在座谈会即将结束的时候,有些同志让我对有争议的一些问题讲点看法。由于个人水平所限,对这些问题还未形成清晰的思路,提不出中肯的意见。我想谈谈有关治理整顿中需要研究的几个理论性或者具有理论色彩的问题。这样的问题,我考虑有四个:一是治理整顿的主要目标;二是总量调控和改善结构;三是计划经济与市场调节;四是对外开放与国内经济良性循环。当然还会有其他方面的
The symposium on macroeconomic regulation and control was held under the spirit of the Fifth Plenary Session of the 13th Central Committee of the Communist Party of China. All of them spoke very enthusiastically and put forward many valuable suggestions and countermeasures which are very much inspired. At the conclusion of the forum, some comrades let me talk about some controversial issues. Due to personal limitations, no clear ideas on these issues have yet been formed and no pertinent opinions can be expressed.
